We are living in a period of transition : the old international order is no longer, the new one does ot yet exist. In conjonction with the day to day news bulletins, such an important moment of dissonance necessitates a clear analysis, encompassing both the historic and the prospective, to highlight the problems between the North-South and East-West of world in rapid transition and which is becoming more and more complex.
